Staff were about to begin work as one organisation formed from the merger of three government agencies... but were they ready?
As pace quickened staff needed to be fully equipped to make the new organisation work effectively from day one. There were mixed feelings... a long lead-in had created a sense of déjà vu; some staff were excited, others were sceptic. Most staff were due to transfer across but for many managers there was no clarity on their role.

Lyn Bicker (above) assessed the degree of staff readiness by comparing corporate planning processes at regional level and national levels; and working with a staff readiness group to recommend how to plug gaps and weaknesses such as comprehensive manager induction; decision making protocols; and accountability frameworks.
